Civil Servants Loan
The Civil Servants Loan (CSL) is a scheme that offers credit facilities to public servants of up to 10 times their net salary, for a period of up to 3 years, to meet personal financial needs in a timely manner against their salaries.

Who it is for
- Ministries
- Government commissions, e.g. Electoral Commission, Uganda Aids Commission, Human Rights Commission, Health Service Commission, Public Service Commission
- Offices: Office of the Auditor General, Judiciary, DPP’s office
- Authorities: NEMA, NARO, National Planning Authority, NMS
- Government schools
- Government hospitals
- Districts
- Municipal councils
Features
- Deduction at source (Ministry of Public Service / Ministry of Finance), bank deduction code 361
- The customer must be a civil servant
- The customer must open an account with Orient Bank
- The customer should have been employed in public service for at least 3 months
- Maximum monthly loan obligation is 50% of net salary
- Interest rate: PLR + 2
- Processing fees: 3% of the facility amount (payable upfront)
- Insurance fees: 2% of the loan amount
- Maximum 36 months
- 21 to 57 years (3 years to government retirement age)
Requirements
- Duly completed Civil Servant Loan application form
- Last three months’ pay slips or a confirmed salary letter
- Receipt and verification of a letter of undertaking from the government department, ministry or local government confirming deduction of the monthly loan instalment at source. The letter also commits that if the customer leaves employment before the facility is repaid, his or her terminal benefits will be paid through the same account.
